Is Bush a lier, or is he just that dumb?

Bush is both a liar and dumb. He's lied about a hell of a lot more than that... He said that Harriet Miers was qualified to be a supreme court justice... He also said that he wasn't monitoring phone calls, and he's flip-flopped on many different issues.
