How would you describe our government under the articles of confederation?

Under the Articles of Confederation, our government was a failure. It was powerless to do anything; it couldn't even do so much as pay its revolutionary war debts. The current Constitution fixed the problems by increasing the power of the central government and reducing the autonomy of the states.
