In medieval times, did the Hoy Roman Empire act as a single entity?

I ask this because in the videogame Medieval II, the HRE is denoted as a single faction. I know that the empire was divided into many duchies, regions, etc, but did the empire ever act as one? I can't seem to find any worthy information please help.
